There were 26 intrepid voters that came to the Woodbury Senior Community Center between 6 and 7 a.m.
As of noon, the number jumped to 402 people. Jane Sandulli said voter turnout is at 6 percent. She had one word to describe the participation level:
"Sad."
This is the town's third attempt to pass a budget. The first referendum resulted in a tie and the second was defeated.
