REGION 14 $63.8MILLION RIP-OFF ?

No legal warning for the $63.8MILLION referendum that eked by with a 4 vote margin?  The warning required by law did not occur.  How can BOE chair George Bauer write "I don't believe the referendum notice was properly published", yet not move to repeat the process legally?  The District release their summary of their legal opinion, but not that opinion itself?  The Region's stance is morally wrong.
